All three books are intended to be useful to lawyers, judges, elected and appointed officials, planners, civil engineers and contractors, law students, graduate students of engineering and planning, concerned citizens and activists, and others suffering from insomnia. UPCOMING WORKS:
I have recently begun what I hope will become THE definitive book on transportation infrastructure planning and finance law. It is tentatively titled, "Transportation Infrastructure Planning and Finance in California : Federal and State Law Requirements." This upcoming book will discuss: (1) key Federal and California requirements for statewide, regional, and local transportation planning; (2) the history of Federal and State financing for toll roads, highways, bridges, and other vital infrastructure; (3) means for soliciting private investment of money, services and goods for such projects (thereby reducing the cost and risk of such projects to the taxpayers); (4) current Federal and California grants, loans, and other mechanisms for paying for particular types of infrastructure; and (5) an overview of Federal and California competitive bidding, labor, environmental and civil rights laws affecting such projects.
It is intended to be useful to public officials, construction professionals, private investors, graduate students of civil engineering, and everyone else who is involved (or wants to be involved) in helping to develop our nation’s transportation system. (It will also be an excellent resource for anyone suffering from insomnia.)
I should have it done by early 2012.
My other ongoing project, "The California Legal Research Attorney's Handbook," is all but complete. I will release it in early 2012, once I have updated it to account for a few changes in California and Federal law taking effect on January 1. The Handbook - which contains points and authorities analyzing the procedural and substantive requirements for over two hundred crucial motions and oft-misunderstood legal issues - will be an indispensable resource for attorneys advising California or Federal judges on Law and Motion matters.
